    Its seems steps 3 & 4 should be reversed. How does one obtain a planning permit or secure development approval without first engaging consultants to design and document the project?

      Mark – these are in the right order – you need one set of consultants to obtain the planning permit / development approval and then another group – and some of the first team for the working drawings
